Ahmed Guidara - Sfax (Tunisia)

Ahmed Guidara is Head of the Financial Department of the City of Sfax, Tunisia. Graduate of ENA Superior Cycle in Tunis in 2006 (Major of the first class in regional and local administration and external services of the State), he holds a Masters in Finance from the Faculty of Economics and Management of Sfax.
Since 2010, Mr. Guidara is a permanent teacher in local finance and participatory democracy within the Centre de Formation et d’Appui à la Décentralisation (CFAD) at the Ministry of Interior. 

Since 2013, he is a certified expert and facilitator at UN-Habtat and Enda, on the first pilot experiences led on participatory budgeting in Tunisia by the GIZ. He also works as an expert for many national and international organizattions on local governance and gender-sensitive budgeting. Finally, he is a permanent member in national-level steering committee on participatory municipal investment programs, and on the reform on local taxation in Tunisia.

Magnus Borelius - Goteborg (Sweden)

Magnus Borelius is the Head of Group Treasury at City of Gothenburg, member of a technical working group at United Nations Environment Programme Finance Initiative & Green House Gas Protocol and Chairman of Casa Montessori Partille. 

He was head of the Treasury when City of Gothenburg in 2013 became the first City in the world to issue a Green Bond. In recent years, much of his work has been focused on how treasury operations can help the economics of climate change.

He is also the Chairman of Casa Montessori Partille. An Independent School with 250 student. Magnus Borelius is a frequent speaker at national and international events.

Temuulin Enkhmunkh - Ulaan Baatar (Mongolia)

Temuulin  Enkhmunkh  is CEO of UB Development Corporation (UBDC). Worked last 3 years as  Director General of Economic Development Agency of City of UB covering city Investment Projects - was responsible for UB city’s Concession and PPP projects and have successfully signed 14 Concession Agreements between 2014-2015. Was a key person to  develop first ever UB City’s Economic Development Strategy,  has set up UB Chamber of Commerce and now just set up  UBDC which is an Investment and Financing vehicle for UB City Development projects utilizing Public-Private Partnership. 

He previously worked as a CEO for UK based Investment Fund “Origo” with extensive interest into Mongolian mining and construction projects, brokerage business, worked for an International Investment Group “Eurasia Capital”,focused on emerging markets’ cross asset classes, fully responsible for its Mongolia operations, also worked for one of the highest profile conglomerate companies in Mongolia, MCS Holding, as a Senior Investment Manager. Experienced in investment banking, mining and construction.

Mr. Temuulin holds two bachelor degrees as International lawyer from Kiev Institute of International Relations and Business Management from University of   Wales in Kiev and  London  respectively. He has  Master's in Finance from International University of America in London.

Ingrid Mabel Vargas Romano - La Paz (Bolivia)

Ingrid Mabel Vargas Romano - La Paz (Bolivia) is working as head of the Municipal Secretariat of Finance of the CIty of La Paz since the end of 2014. She has been working for the Municipal Government since 2001, as head of the accounting department, and head of the special unit of financial management. 

In the past, she has been working for the Central Bank of Bolivia. She has a degree in accounting and holds certifications as financial auditor.
