1.1. Socio-economic characteristics
1. What are the main areas of activities within the jurisdiction of the municipality, and how did this evolve over the past 20 years (industry sector, natural resources, main companies, real-estate buildings and financial transactions…)?
2. What is the population within your jurisdiction, according to the last census, and what is its evolution over the last 20 years (+ foresight for the coming years, if possible)
3. Are there any studies on the socio-economic breakdown of the population and on inequalities within the territory ? Are some neighborhoods a priority in terms of basic utilities?
Attach, if possible, a map of the municipality, including topography, built-up areas (and their evolution), functions (city center, residential areas, touristic, industrial zone), socio-economic classification of residential areas and main infrastructures.
4. What is the unemployment rate, and does it reflect the statistics that you see on a daily basis?
5. How important is the informal sector in the economy?

1.2 Legal framework and distribution of powers
1. In your opinion, are the texts on the distribution of powers and responsibilities between levels of governments precise and readable? Specify your answer (please attach, if available, a table with the roles and powers of each one)

This part of the questionnaire examines the territorial policy led by the municipality (how it is driven, based on which information and by who), as well as the characteristics of the land and real-estate market. It will allow us to have an overview of the impediments as well as the opportunities as regards land valuation.
2.1 Territorial division and inter-municipal coordination

3.1 Dialogue and support between the Central State and the municipality

3rd part: questionnaire
Deadline: 30 January 2016
This part of the questionnaire aims at analyzing in concrete terms the projects conducted by the municipality, in order to bring out the key factors for success, the triggering factors and the impediments to the mobilization of local resources.
To this end, we will look at:
- 3 significant projects completed by the municipality (cf questionnaire 3.1)
- 3 projects still awaiting for funding (cf questionnaire 3.2)
The decision-making processes for each project will be analyzed, from the diagnosis of the needs to the use, effective or potential, of specific financial instruments to successfully conduct these projects.
