internationales durant lesquelles un consensus s’est
globalement fait jour sur les défis économiques, sociaux et
environnementaux auxquels nous sommes confrontés, ainsi
que sur les objectifs de développement que la communauté
internationale souhaite atteindre à horizon 2030.

5 Key recommendations on local finances

The adoption of a new urban agenda at the Habitat III summit in Quito followed a long series of international negotiations. During this an overall consensus was reached on the economic, social, and environmental challenges that we face, as well as the development goals the international community wishes to achieve by 2030. The effective implementation of public policies that allows for the addressing of these issues implies a considerable financial effort. Different studies carried out showed a need to double, or even triple, the average amounts budgeted for collective urban investments.

Actes du Campus Urbain de Paris - Planification intelligente pour la ville durable

Suite au campus urbain de Paris sur la planification intelligente pour la ville durable qui s’est tenu les 20 et 21 janvier 2016 à l’UNESCO, la FNAU publie les actes du campus. Cette publication retrace la richesse des débats et les propositions issues de deux jours d’échange. Pour mettre en oeuvre le nouvel agenda urbain, nous plaidons ensemble pour une planification territoriale renouvelée, transversale et participative, agile et intelligente, qui favorise la résilience des territoires et la qualité de vie des individus.

Description: 

Optimization and actualization of the land tax base, which involves a census (registry) and evolving valuation methods on lands and properties.  

Avantages: 

Prerequisite and factor proven to significantly increase tax revenues on lands. Valuation methods that are based on market value are the most efficient, because they are linked to the quality of local urban services. It contributes to social justice. 

Inconvénients: 

Political issues induced by the necessary update of cadastral records(Mexico) and valuation modes (France). Uncertainty associated with the calculation method based on market value, because of market volatility.

Pré-requis: 

Availability of qualified workforce and necessary equipments (especially computer equipment).
